Had this problem as well, when using a new logitech mouse attached to
the serial port.  Depending on the mouse driver there are a few things
to try:
1) ensure you are trying to use a serial mouse not a ps/2 mouse
2) remove the amigamouse from port one
3) if using sermouse driver ensure you are using the correct 3 or 5 
bytes setting.  This was the original problem I had.
4) if using newmouse alter  the mouse type setting
(Logitech,oldlogitech, etc.) until one works.

The problems I had  were always with a brand new logitech pilot mouse
I'd bought.  An old PC mouse (�2.99) based on origainal logitech
worked first time and never gave one bit of trouble apart from not
being able to use its middle mouse button.
