Unfortunately it is still a mix. Even at CIS, we are forced to compromise. It finally depends on the client/partner. For example, a publisher who cannot handle LaTeX or an author who cannot handle OO.org. We already find it difficult to recruit clients/partners - insisting on FOSS-only would mean shutting down shop. However, whenever things go wrong we always blame it on the use of proprietary software. This means slowing nudging the client/partner towards FOSS. One day we hope :-)

The problem with the IOTA CBT is that they are assuming that we need a Flash like experience for learning. This indicates a poor understanding of pedagogy. If the focus is on bells and whistles then the student will usually circumvent the material. I have seen this at many ICT4D projects. The key is too keep it simple so that emphasis remains on the key learnings for each lesson. Web interfaces should be sufficient in most cases.
