The bigger problem is that development of syllabi for accommodating the use of computers in non computer science subjects has not happened in the country (and in most parts of the world). Some progress has happened in Kerala (related reports can be downloaded ...). The flash part was probably introduced by the 'developer' and was not in the original scheme of things. Best A.
