There is a 4th reason which I personally know since I happen to deal
with a lot of government officials these days.
Many university heads or government office technical heads know about
GNU very well.
But they have the FUD factor.
Do we have an eco system to support FOSS?
If some thing goes wrong who is accountable?
And We think this is all so non standard. You see some things are
better monopolised and centralised.
these are the FUD factors due to lak of propwer proper knowledge.
I have personally been to such meetings and talked with many officials
and so I very well know this might happening in other states as well.
