The whole thing is going OT.

State should do its job and people theirs. "Reasonable" restrictions
are acceptable. Every one - State, Workers, Employers, Unions and
Public are stake holders in the economic chain.

Costs associated by restrictions / overcoming them are state (country)
costs and if another state (country) is able to provide better
environment at economically better terms employment opportunity will
shift.

Workers / Unions have to look both ways and not bark up at employers.
They have as much stake in the economic efficiency as any other stake
holder.

"Exemptions" by themselves reek of state favouring a few.
