Obviously, each country has it's own set of rules for some flavours of ways. Look at them as a basket filled with rights and physical variations.
I have the idea of a 'stylesheet"-like function: define several baskets for international use and fill them with adequate tags for each country, addressed by the way's location (right/left of the country border) Then you only have to fill a basket once per country and you can use the same basket in every country, or at least in lots of them. ex: a track in Norway surely means something different than in Niger. Yet, it is a track in both countries. The same applies to paths without traffic signs. I see the need for some additional API functions. The current solution is, simply said, far too abstract and too complicated. It spoils the fun off mapping. I don't think 5,000 active mappers are enough to make a world map.
