I'm not suggesting not to do that (double negative?), but I think a different or maybe additional tag of covered=yes would provide a more general solution to covered highways, as well as making rendering easier. See my last previous post. It could even be used for covered bridges (highway=unclassified, bridge=yes, covered=yes) as well as any other section of road under a covering, as previously discussed (highway=service, covered=yes). In some ways this is tagging for the renderers, which, I guess, is pretty much a no-no, but I think there is some merit for the additional tag as informative information, as well.
