Our experience on Castle Project goes to the direction that a open dev list does more good than harm to the project. Sometimes we get great ideias from people that aren't committers or regular contributors, and having a closed/private dev list probably will drive people away or at least create another barrier for newcomers.
But ultimately, the decision of turn the dev list private or public it's up to dev team. But they must be concerned that turn a public list into a private one, will send a message to the community, imho: "We don't want or care about yours opinion."
