There was no public -> private change, the fnh dev list has always been private. People can't miss what they've never had. Anyone who's interested in development posts to the normal users list, and if the discussion is deemed of value it's promoted to the dev list (participants included). I know this works because all of our contributors have been recruited from the user list. Whether we'd have *more* contributors if it was public is another matter, but I don't believe it to be true.
The latency of email, and the noise caused by non-development questions, both serve to make things tricker.
