Development is performed by a small team, that team has a private area to voice their opinions without concern for the general public throwing in their $0.02; if and when we want their opinion, we ask for it.
It sounds harsh, but the general public has rarely had anything constructive to offer us in development discussions; those that do are quick to become contributors. I should add that dev discussions *were* public, but nobody apart from myself and the contributors ever replied to the messages, and it was simply seen as polluting the support list with our ramblings. Do they need to be private? Probably not. Do I care that they are? Not really. Anybody who is passionate enough to want to help will ask me if they can.
