My first instruction was as clear as it can be. When pushing the button do you
have 12 volts at the starter terminal ? (not the relay / solenoid) Drops to
nothing ?
Take a deep breath. Now check the voltage across the battery terminals. What is
the voltage across the battery with the button pushed ? drops to zero ?
OK, the headlight going out is supposed to happen. A drop across the battery to
zero is a poor battery, a huge drop at the starter terminal is a bad starter.
No voltage at the starter terminal is a bad solenoid.
The starter terminal is where the cable attaches to the starter motor.
Want more ? Try jumping the starter motor. Use cables from a battery to a
chassis ground and starter motor terminal. Motor works ? Y~N ?
Additional:
#1 lets say you have 12 volts at the battery, no voltage at the starter
terminal..         replace relay / solenoid.
#2 12 volts at the battery, but only 3 volts at the starter terminal. Battery
or starter ?
Hold down the button and check the battery Still have 12 ? dropped to 3 ?
jump the starter OK ? Y~N ? Yes, bad battery, No, rebuild starter.

Dennis:

Checking the starter relay switch posts (battery positive on one side
to starter on the other) I have 12.5 volts.  When you push the start
button with th key on the head light goes out and the volt reading is
zero.  Selenoid? By selenoid do you mean the starter relay switch?
