Body shops use stud welders on big dents and pecking hammers and suction cups 
on small ones. There are other techniques like heating with a torch and using 
water to shrink the metal too. If it is that bad I'd take it to a shop and get 
a quote. If the price is good or cheaper than a stud welder then just have them 
do it. They can match the paint too. For the future either replace the bars or 
weld a blob of metal on the frame stops so you don't dent the tank again if you 
drop it. You also could just make the dents even on both sides and use some 
filler to make them look factory.

MAybe its a pretty big ding the p/o got in a bit of a ding the forks
were banged into tank and dented the corner in abiut 4-5 inches
