Correct, if you are getting continuity to ground you have a short. I would also 
check for high resistance from the horn, brake wires to the fuse block just in 
case the wire is burned or cut.

Allen,  I spent a couple of hours on the bike this afternoon with no  
resolution. There is no power to the brake lights, horn or the turn  
signals.  The running lights work as they should.  I replaced the  
left handle bar controls, the fuse block, tried to trace the green  
and white wire but my electrical skills are less than fundamental. I  
would think you are right - that the white and green is grounded  
somewhere.  I should be able to trace that by using an ohm meter  
shouldn't I?  Any ground from the white and green should show no  
resistance when I connect to ground from the w/g,  Graham
