I can’t see for sure from your picture, but it looks like the bracket holding 
the lock is mounted to another bracket.  Can the second bracket be removed to 
gain access to the lock?

I looked to do that and there isn't even room for a bit. I'll let it soak with 
some PB Blaster and maybe try some needle-nose pliers on the screw head. If 
that doesn't work I'll take a stab at a dremel cutting wheel I guess.
