Are the carbs wet at all, do you see any fuel leaking from the carbs. If so (wet carbs or leaking), tap the carbs with a small hammer, use a screw driver or something if you can't get to the inner two - just tap, tap, tap, in case the floats are sticking. If that doesn't work, drain the bowls from the drain plug at the bottom of the bowls and then turn pet cock to prime, if it has PRI. That refills them or, start the engine so the carbs refill. All this if the float (s) are stuck or float valve is not seating and flooding the carbs.
