Try shutting off the fuel supply (if you have the vacuum hose to the valve, pull it off and plug it). Start the engine and run it until it runs out of fuel. Switch the fuel supply back on and restart. Sometimes something gets stuck in the needle valve / seat and this might flush it through. I've done it dozens of times. Good luck!
