I replaced my signal rubber arms and the exact thing happened.
Running lights on when I activate either right or left the lights go off
and don't blink. It turned out there was no power going to the turning
signal relay. I have a 1983 CB659Sc Nighthawk which is the same bike you
have I think.
Measure the top and bottom of the fuse that supplies the 12 volts. I found
12 at each but it wasn't leaving the fuse box and going to the signal
relay. I have to ask why did that happen?? I didn't touch the fuse box. It
turns out that I unplugged the fuse box removed it opened it up and found
no continuity from the bottom of the fuse going to where the plug goes in.
The little finger that rests on the fuse on the bottom connector had a hair
line crack where it connected the fuse to the flat steel wire that goes
down to the bottom of the fuse box where the plug connected.
I hope this helps, I have a great color schematic for that bike I can email
