Well, the signals are now working. But I don't know what the issue was.
1. I disconnected the relay and jumped 2 of the three wires going to it, 
the idea being that if I turn the blinker on the lights will come on and 
stay on without the relay inline. Except that I guessed wrong at first and 
blew a fuse (so at this point there is one bad fuse in the bike).

2. I don't have any spare fuses so I moved a 'good' fuse to the spot 
necessary to test the blinkers. (still only one 'missing' fuse, but this 
time it's not in the blinker spot so I can continue).

3. Ok, it has to be a bad relay, right? I bought a generic signal relay 
($5). I had to swap two of the wires going to the connector but I *think* I 
got it wired correctly. Except when I turn on the blinker the lights come 
on and stay on again. I must have wired it incorrectly.

4. I try the original relay - nothing.

5. My extra fuses arrive so I put all the fuses in the bike.

6. New relay doesn't work (probably wired incorrectly).

7. I try the original relay - it works???

8. I tidy up the wires going to the new rear signals - except one signal 
isn't going on. Mind you, the front signal IS blinking, so I don't think 
it's relay related. I jiggle the wires and it works. I disconnect the wires 
going to the rear signals, clean up the bullet connector contacts, and 
reassemble again with dialectric grease... the old relay continues to work.

Did I have a bad fuse in there and not realize it? It's possible... or it 
was a bad connection to the fuse. Did the relay misfire for a while but 
playing with it made it work? Ummm... maybe? Bottom line: I have the new 
rear signals working and blinking when they are supposed to, so I'm calling 
it a win.
