The 83CB650SC has a signal relay with a Dark Green wire that is
Ground a Gray wire that goes through the switch to the Light Blub filaments
to ground when you activate the signal switch and a White/Green wire that
should have 12Volts when the bike is turned on with the Key. If there is no
12 Volts at the White/Green wire, the running lights shut off and the
Blinkers don't work since they aren't powered. So just see if there is 12
Volts on the White/Green wire at the signal relay. If there isn't you have
a broken wire/lead going from the fuse box under the head light to the
signal relay. If you do have power then the signal relay could be bad.
