I would want to know a few things first.

The article mentions a minimum of 50K customers.  I wonder how close to
the NOC they will need to be?  Are they going to use other companies
fiber for connectivity (ie AT&T).  Which major peer points will they be
using?  

I have not had any major problems with Comcast.  Minor outages due to
cable breaks have happened from time to time.  I have seen many more
down time incidents (from Comcast) at the office than at the house.  I
certainly would rather be directly on fiber though (provided I could
afford it).  I have had a few times I have seen streams disconnected
(possibly from the Sandvine program).  If that is being used by Comcast
(or Charter) that alone would be a good reason to switch.  It would be a
good thing for my office to switch if it was available and at the right
price.
