The IMAP specification treats them as a fairly scarce resource. I haven't done a survey, but IMAP servers aren't required to let you create new ones not on the "approved" tag list. I think you can have as many as you want, but I'm not sure what the limits w.r.t. tags are (they're really supposed to be boolean things). --Ken
