I'm seeing lots of complaints from Mailman like
all hosts for '$domain' have been failing for a long time (and retry
time not reached
whenever the domain is hotmail.com, outlook.com, or some private domain
which uses Outlook behind the scenes. I think this is a long-running
issue, but seems severe at the moment. Each subscriber's ‘bounce count’
is incremented on each failure, i.e. email from the list, and enough
bounces over a short time suspends attempts to send further emails.
I'm sure the nongnu.org administrators are aware as it will be affecting
all their lists, and probably their gnu.org ones too. This is just
a note for the archives in case those subscribers come looking, and
a general warning to not use poor-quality email suppliers like
Microsoft.
