Follow-up to the dialect review fixes: the focused admin matrix passed on MySQL, PostgreSQL, openGauss, and Oracle (33 targeted tests per database). PostgreSQL's failures were caused by the Boolean type-handler packages no longer being scanned after the shared BLOB handler was introduced; those profile packages are restored. The openGauss `excluded` alias is now `other_meta`, and the rollback tests use an overlength value so the same failure path is exercised without depending on dialect-specific uniqueness or exception translation. OceanBase exposed a separate schema gap: admin startup reads `scale_policy`, but the OceanBase schema had none of the scaling tables. Commit `bc209169c` adds `scale_policy`, `scale_rule`, and `scale_history`, seeds the default policies, and includes the same idempotent change in the 2.7.1 upgrade SQL. The five-database matrix is running again on this head; H2 targeted tests pass 33/33 and Checkstyle passes.
