Check the installer directory permissions as well (C:\winnt\installer). When there was limited access to that folder we had similar problems with O2k.

I have attempted the following as a fix but that didn�t work: Gave everyone full control to the Microsoft Office folder under Program Files and also the Administrative installation point.
