What local groups do the users belong to? Power users, administrators? I also recommend at least temporarily putting the users into the local admins group to see if it solves your problem enough for the users to have anything needed installed. Then take them back out if you want.

We are installing office 2000 (from an administrative installation point) on windows 2000. As administrator everything works fine. I have attempted the following as a fix but that didn't work: Gave everyone full control to the Microsoft Office folder under Program Files and also the Administrative installation point.
