If you are able to install the program as an administrator to the machine, but the application fails when you logon as just a "user", make sure the user has enough rights to run any Windows Installer program that may run when Office 2000 is initiated for the first time from a new profile. A default user in Windows 2000 will not have sufficient rights to install a program or run a Windows Installer program. In this situation I would either install the application via a GPO or give the user local administrative rights to their machine.
