We use ISDN BRI boards in a w2k server to accept incoming 56k connections.
You can also pickup USR NetServers off ebay pretty cheap

We couldnt use them because we are in Verizon land and they do not work
properly with our dial-in hunt group.

Lets assume that management enjoys sending me on exercises in futility, what
kind of modem would I need to allow dialin users to connect at 56k?  Is
there a particular standard I'm looking for?  I know phone lines aren't
great, but if I can make a 48800 connection or so to my ISP, I should be
able to make the same connection to the office, providing we have the right
modems installed.
