I don't know of a circumstance in which you'd ever set "EVERYONE:F,"
considering Full Control permissions allow a user to change the
permissions of a share.  "EVERYONE:C" would normally be sufficient.  Any
file READ permissions would then override this share permission, and
CHANGE permissions would carry on.

I do agree, however, that in a basic context, you can restrict
permissions by effectively maintaining both file and share permissions.
