Phil pretty much has hit the nail on the head; we're using VoIP phones and
want to get rid of the need to use external power supplies. We only use 16
ports on our existing 24-port HP ProCurve 10/100 switch and only have four
phones at the moment but want the flexibility to move them around and add
more later without needing to recabling up things or finding we're run out
of PoE ports.
Oh, and as it happens, some of the phones are Cisco 7941Gs so we're going to
want that Gigabit-on-the-Desktop and PoE for them :-)

b) have only 1 ethernet port in each office/cubicle (serious mistake
there - ALWAYS run more than what you need)
c) *need* gigabit on the desktop
d) also going with gigabit VoIP phones (like a Polycom SoundPoint IP 560
or Cisco CP-7941G-GE/CP-7961G-GE/CP-7971G-GE)
