shouldn't, especially not like that.  The extend.dat is a cache that helps
outlook load faster by caching add-in information it would otherwise have to
find in a potentially large registry.  If there is anything in the cache
pointing to an inaccurate location, it could cause Outlook to hang or
hiccup.  Saw something similar after a SAV9 uninstall ( don't remember if
Outlook 2000 or 2003 ) but afterwards Outlook wouldn't start.  Deleted the
extend.dat and then Outlook came right up fat and happy
