Definitely could be causing an issue. It could be "holding" the file while it's being scanned and the printer/scanner cannot complete the file transfer in a timely manner. I've seen the on access scan by Vipre effectively lock up a machine for a couple of minutes, even on stuff in Admin Known Good. I would put this print server into a different policy group in Vipre and make those changes on that policy group only, that way it doesn't affect other machines. Then see what happens.
FWIW, I do not have those checked on servers, AP is enabled but those options are not checked. I do however have those checked on workstations.
