Have you tried running Process Monitor to find out what changes the setting?
As you know the path, it should be easy to filter the log down to the
necessary items. Process Monitor has a sort of "persistent" mode that will
log during a restart, as I remember, although I can't remember the right
term for it or how to enable it.
