No reason to be surprised. Data Privacy in the US completely favors vendors and data holders, rather than data generators/owners.
BTW, this seems like a move by Microsoft to avoid the pain and discomfort of seizure. Easier to say up front that they'll hand it over, so as to avoid a larger disruption of services.
