There are a couple of doozies in here that are not called out in bugs.
* addresses_match() was broken in a way that caused random wierdness
* assumption that the DHCP flag meant we had gotten an address via DHCP is
wrong
There is one remaining line of code that I think should be there but
causes us to spin creating a static address. I'll debug that as ya'all
are looking at the rest of it.
