The OAE can't be used as a standalone course management system, and you won't see a native gradebook tool or support for assignment submission workflows by September (although features to support assignment activities are on the nearer side of the roadmap [1]).
Schools in pilot are supporting these functions with a CLE integration (using Basic LTI) that embeds CLE tools within OAE pages [2].
