In revision 1466373 I added a specialised rebase handler for purging pending 
changes. Currently that handler does nothing in the case of conflicts apart 
from {{TODO().unimplemented()}}. 

IMO conflict handling should not / cannot throw exceptions here. This would be 
most unexpected by clients. What we should do here IMO is to annotate the tree 
with access control specific conflict markers, which are evaluated later on in 
the respective validator. This would then be the right place to throw an 
exception.
