It shouldn't -- there was a bug in the install instructions on the net.
The ObsDefs.pm file gets installed into
/usr/lib/perl5/site_perl/Obs/Defs.pm (or something similar, depeding on
what perl decides to do) Check this file instead.
If you are using the name of your machine in the OBS_HOST define, try
using localhost.
