In my opinion, the reasons this topic is being discussed here is because: 1. The licence has to go through a number of processes, most of them legally prescribed in the Liquor Act. 2. As we have seen, with liquor licences, there is also an element of anti-social and criminal behaviour that creeps in, along with the granting of such licences. 3. These include such criminal acts such as drinking in public, driving under the influence, date rape, assaults, malicious damage to property, urinating in public, theft of motor vehicles, theft out of motor vehicles, disturbing the peace, and so on. 4. Every liquor licence application has to be reviewed by the Community, by the Community Police Forum, by the City of Cape Town and by the Western Cape Liquor Board and the Magistrate's Office. 5. There have been a number of instances where drugs were found on licenced premises, where underaged consumption of alcohol has occurred and where drug dealers have been arrested in, or within, close proximity to such premises. So yes, perhaps you have missed something here. Whilst I agree with you that applying for a liquor licence is not a crime, the lure of alcohol seems to attract criminal behaviour.
