So is the OGB responsible for the putting together a plan as to how this 
will work?

There are three basic actions for page:

  - Add a new page
  - Edit an existing page
  - Delete an existing page

What is the threshold for changes? (I assume we can fix typos w/o approval?)
What is the process around each of these actions?
Who owns the approval process?
Who handles conflicts?

My feeling is that we are making a new process for all pages when the 
only thing that is really contentious is the home page. Does it make 
sense to begin with just a home page approval process and extend it as 
as needed (i.e. if someone raises a complaint)?
