It's very clear what the committee is and is not responsible for.  How
it will conduct reviews is for the committee members (as yet
unappointed) to decide.  If they're smart, they'll implement something
like what John Plocher described, leaving people free to make small
noncontroversial changes on their own.  One would also hope that their
review process is lightweight and offers quick turnaround in common
cases.  These attributes are obviously good, so I expect the committee
to create a system that exhibits them.  If it doesn't, the OGB could
abolish or recharter it.
