Probably not, but Jose Garcia would be the man who would decide. AFAIK, he
(or whatever legal-limbo entitity remains of Daedalus?) owns the rights.
Robin Laws got an agreement to allow us to use the rules as they are in Feng
Shui, but because of the tangle you are not likely to ever see another game
spun off from Feng Shui using its rules.
To veer back on topic -- avoiding such rights messes is one of the Very Good
Things(tm) about the whole OGL idea.
