This might work fine in certain limited circumstances, but such a strategy
is deceptively troublesome.

Since OGC and PI must be mutually exclusive, you can't refer to stuff in the
gray boxes outside of the gray boxes, or vice-versa.  It only works if there
is nothing the gray boxes that also appears elsewhere, and nothing outside
the gray boxes that includes "the game mechanic and includes the methods,
procedures, processes and routines".

The license allows for more 'fine tuning' of the content so that you can
refer between content types without mixing them.  You could use typeface or
color to denote PI or Open Content and create a more readable appearance
than having certain words shaded in the middle of white text, and certain
sections empty inside of large gray boxes.

If you are devoted to shaded boxes for OGC and white text for PI, then you
need an 'escape hatch' so that you can refer between the two sections.
Something to the effect that "All items in shaded boxes are OGC, except
terms in italics, which are PI.  All items not in shaded boxes are PI,
except for terms in Bold, which are OGC".

I is certainly more complicated, but the simple solution will be too
restrictive for most works that have a significant amount of PI.
