Actually, no. They dont need to use the OGL to use D&D
content. They are the copyright holders of that
content. the OGL is the way for other non-copyright
holders of that material to be able to use it. So
Dungeon and Dragon mags can do what they want with
their own stuff. No license, no nothing. And they dont
have to open any of it up.
