The courts... but for our purposes, the webmaster.
Look at my page: I've got two works as ZIP files. If I wanted to post them
as HTML, I would devise a sub-web with different graphics, and have that
abide by the OGL.
Or, I could have a series of web pages that are released under the OGL--I'd
probably include a disclaimer that they are an OGL "work."
In all of these cases, I'm relying on the "30 days to correct" portion of
the OGL--and the simple fact that asking me to stop is cheaper than suing me
to get me to stop, so I can reasonably expect to be asked to stop a
violation before getting summoned to court.

There aren't really a lot of instances where the difference between one web
site and the next is important. some ways to distingue a work:
1: Have a different domain name for each, preferably on different servers.
2: Have each "work" in a different folder.
3: Leave a clear archetecture of links that a reasonable person could
percieve as the boundary between two "works."

Good question. I'd wager that "this week's issue" could do it, but it would
be tricky.

I'd say that "work" only extends to the single tangibile issue.

In a lot of these cases, there isn't a clear one. Go as a lawyer, I guess.
