The DnD Community Council is just another example of a group project that grew before it had a solid foundation.  You can not expect to involve hundreds of people in something and expect all of them to stay AFTER you establish the rules.  If Brad and the Core Council had worked all of this out before involving hundreds of people then I suspect that there would have been no 700+ loss. There may not have been 700+ to loose but it would have saved people some time and headaches. What killed those entries was reality, not the OGL. 
 
When a project is new and has no solid structure everyone that participates usually has a specific idea in their heads about what the project will become.  When that changes you will undoubtedly lose people's interest.
 
The OGL is fine.  I wish it was easier to understand but now I know why it is worded like it is.  The problem with the OGL is in the people who don't read it or can't understand it.  
 
I do not think having another license is going to help matters when it comes to people who don't know what they are doing.  Dunandralis and DnD CC (in its initial stages) are poor examples of how to effectively involve fans with the OGL.  It is like hearding cats. 
 
I understand the value of giving newbies a sandbox, but what I don't think you understand is that the OGL isn't their problem.  Their ignorance is their problem.  Their lack of leadership skills is their problem.  
 
You can design a new OGL until you are blue in the face but it won't help.  Fan projects that fail do so for the same reasons everything else does: unprofessional attitudes and lack of wise leadership. 
 
With that said, I would also like to see an OGL without a PI clause.  I just get pissed when people think it can cure incompetence.
