It might be better to produce a game world in a semi-complete state and then
release it as an open world. I was thinking of producing such a campaign
world for public use.
The hangup is, as has been previously pointed out, that someone down the
line will try to unjustly profit in some way from this campaign world. Not
by selling modules or novels (or other original creative works), but by
trying to copyright the game world or someone else's IP.
