The only permission Wizards has given to use the Dungeons & Dragons
trademark is for those people who publish under the D20STL. So if you
abide by the additional terms of the D20STL you can use the single and
specific phrase about requiring the PHB on your product. If you just
publish under the OGL you cannot refer to any Wizards' trademarks without
getting separate permission from them (and that's not likely to happen --
they'll tell you to go use the D20STL).
