Ah I understand now. To be honest as well that would make sense, since If
you need to refer people to the players handbook then the chances are you
will
not be reprinting or describing new ways of character advancement, but will
be
doing things like creating new settings and module, and then may as well
release
under D20STL which would then allow you to say you need the players handbook
:)
Makes sense to me now.
