It is hard to comment on your specific situation, but in general it is quite
possible to put restrictions on the AUTHOR of OGC without putting
restrictions on the OGC they create. That's how the d20 STL works.
What you could not do is put a clause in your work published under the OGL
saying that nobody could every use the OGC NPC to make money. You certainly
could make some portion of the NPC PI, and then add a secondary license
granting access to the PI if the user of that PI does not make money.
