If anything, WotC R&D is more paranoid about using outside OGC than they
are just about anything else right now.  They're worried about being
perceived as "stealing" other people's work.

It really shook up a lot of people inside R&D when they thought the
community was accusing them of swiping the "chain spell" feat or
whatever it was that appeared in one of the Builder books and Relics &
Rituals simultaneously - not because they were worried about the legal
issue, but because they have a lot of pride of craftsmanship and didn't
want others to think they would stoop to "stealing" other people's good
ideas.

When they do get around to using some 3rd party OGC, I hope everyone who
cares pats them on the back and welcomes them to the "club", so to
speak.  There is a bit of a feeling that they're all on the outside
looking in.
